The Ministry of industry and trade proposes to extend the experiment on milk labeling until August 31, 2020

The Ministry of industry and trade has prepared a draft government decree that implies the extension of the pilot experiment on labeling of dairy products until August 31, 2020. Taking into account the fact that the decision on mandatory labeling of milk should be made based on the results of the experiment, the government's decree implying mandatory labeling since June 1, 2020 should also be adjusted, writes The DairyNews.

The document published on the official portal of normative legal acts also notes the need for authorized ministries and agencies to prepare a report evaluating the results of the pilot experiment until December 1, 2019, March 16, 2020 and September 20, 2020.

In an explanatory note to the document, the Ministry of industry and trade claims that before the adoption of the guidelines for conducting the experiment on November 12, 2019, dairy producers and dairy companies did not actually participate in the pilot project and even now 100 of more than 6000 companies are registered in it.

The completion of the pilot experiment on March 31 will not allow dairy companies to prepare for the introduction of labeling, said in the Ministry of industry and trade, in particular, it will not be possible to fully test a new technical solution – a typographic method for applying the marking code to the product developed in the experiment.

Earlier, Deputy Minister of agriculture Oksana Lut said that most likely the timing of the introduction of milk labeling will be postponed. Representatives of industry unions believe that a moratorium on labeling should be introduced in the current economic situation.

Earlier, the ministries and the State Duma held a number of events dedicated to the labeling of milk.

By the way, by estimations of participants of the market, the option of printing allows the manufacturer to save 25% on the conversion of the line, however, the increasing in cost of packaging by 20 cents will be the reason that over 5 years (average lifetime of equipment) total cost of "printing" will be 2 times more than the cost of application code for dairy products at the production site.

Representative of the Ministry of industry and trade Ekaterina Priezzhaeva at a meeting in the State Duma said that by June 1, there will be 15 printing houses that can provide labeling for dairy producers, by December 1 - about 100.

Estimates of the labeling operator CATD (created in the PPP format - owned by 25% by the Rostech structure, 75% - by private companies, nine of which are located offshore) on the costs of the dairy industry for the introduction of labeling differ significantly from the results of dairy companies. The CATD states that the extension of the pilot experiment will allow dairy producers and processors to pass the integration stage comfortably. It is worth noting that so far there is not a single company on the market that would declare an uninterrupted connection to the labeling system and its full integration with the existing system "Mercury".
