The Ministry of agriculture of the Russian Federation proposes to allow the import of 3 thousand tons of whey for the production of baby food from countries that have fallen under the Russian food embargo. The draft of the relevant order of the Department is posted on the website regulation.gov.ru.

As reported, the government of the Russian Federation by a resolution of April 6, 2020, amended the Annex to the government resolution of August 7, 2014, which establishes the list of products that fall under food embargo. It excludes milk powdered demineralized whey with a demineralization level of 90%, intended for the production of dry infant formula (breast milk substitutes).

Deliveries are possible under the condition of confirmation of the intended purpose of the imported goods. Confirmation is carried out by the Ministry of agriculture in accordance with the established procedure and within the authorized volume of import approved by it. The decision will be valid until December 31, 2020.

According to the corporate publication of the Rosselkhoznadzor “Veterinary and life”, at least 136 thousand tons of whey were imported to Russia before the embargo was imposed. Imported raw materials accounted for about 65% of total consumption. With the introduction of the embargo, its share has significantly decreased. The main supplier (more than 90%) is Belarus. The adoption of the government decree makes it possible to import from EU countries, primarily from France, Italy and Germany.
