The decision was made on June 19 at a meeting of the government commission on improving the sustainability of the Russian economy. JSC “Expocentre” was also included in the list without an industry reference. The list of strategic organizations of the Russian economy includes 68 more enterprises assigned to the Ministry of industry and trade. The inclusion of two new industries was also supported: "car dealerships" and "production of essential goods".
In total, the list includes 568 organizations in 27 industries assigned to the Ministry of industry and trade. CATD is a joint project of USM Alisher Usmanov (“USM Technologies”, 50%), the group of companies Rostech (concern “Automatika”, 25%) and Alexander Galitsky's “Elvis-Plus group” (25%). Currently, the CATD is the operator of the information system for labeling tobacco products, as well as medicines, shoes and fur products.
In addition, in the Russian Federation in 2020-2021, mandatory labeling of cameras and flash lamps, perfumes and toilet water, tires and certain categories of light industry goods will be introduced. Pilot projects on labeling of dairy products and drinking water are being conducted.
According to the reporting data, the revenue of LLC "Operator-CATD" last year amounted to 2,716 billion rubles. In the income structure, revenue from labeling tobacco products accounted for 2.66 billion rubles. Another 54.792 million rubles were earned by the CATD due to the labeling of shoes. Revenues from medicine labeling amounted to 325 thousand rubles.
Companies included in the list of strategic companies can count on preferential loans to replenish working capital, they cannot be bankrupted, and the state monitors their financial and economic condition. However, inclusion in the list does not mean automatic state support. The first version of the list of strategic companies included 646 positions. Then the government decided to revise the list based on new industry criteria and abandoned the unified list of strategic enterprises. The relevant ministries form "dynamic" industry lists, which can be changed.
