Sergey Anisimov: EVC is a new administrative barrier for processors

General Director of the dairy plant "Stavropolsky" Sergey Anisimov believes that the obligatory system of electronic veterinary certification will be an additional obstacle for honest market players. Those involved in falsification, according to experts, will continue to deal with the issue of falsified products, reports The DairyNews.

– Due to the fact that the order of the Ministry of agriculture №193 was registered by the Ministry of justice under the number 54 547 only on April 15, 2019, it turns out that the training is given only two months. Large milk processors will not be able to adapt to the system. It is physically impossible to separate incoming raw materials. When collecting milk from several farms, it is impossible to ensure traceability, – commented the General Director of the dairy plant "Stavropolsky".

According to him, with the introduction of the second part of “Mercury”, the plants will be forced to "get out", distort the information where there is mixed milk, and this will lead to a rise in the cost of production. According to analysts of the dairy market, the introduction of "Mercury" will cause the need to issue additional 20-30 million veterinary certificates per month – it will be necessary to use additional money and people that will be involved in this.

– This will provoke an increase in the cost of production. In fact, another administrative barrier for milk processors is being erected. For large conscientious players it will become an additional obstacle, and falsifiers will continue to be engaged in production of falsified products, it won't affect them in any way, – noted Sergey Anisimov.

The expert stressed that the market readiness for "Mercury" since July 1 is very low.

– We are not ready to introduce the EVC system proprly, like most market players. I communicate with colleagues from the industry and have not heard anyone declare their full readiness. In spite of the fact that, in my opinion, not enough time is allocated objectively, we begin preparation of production, – said Sergey Anisimov.

By the way, the subject associated with veterinary certification and product inspection systems will be discussed in the framework of the conference "Administrative barriers in the dairy industry – the real and the mythical" at the XI Dairy Olympics in Saint-Petersburg.
