According to the project section, 7.9 billion rubles were approved for the event “Increasing productivity in dairy cattle breeding". Cash execution was 99.9%. Also, as part of the support of investment lending to agriculture, there was implemented a mechanism to reimburse part of the costs of interest on investment loans in the field of crop production, livestock, dairy and beef cattle. 

In the commodity structure of agricultural imports, milk and dairy products took 7% by the results of 2018. Of these, 3.3% were cheeses, according to the National Report. It is also noted that last year imports of milk whey decreased 2 times, onions - 1.7 times, milk and cream powder - 1.5 times, whole milk – by 21.1%, butter – by 11.7%. The physical volume of imports is not specified.

The share of domestic products in the total volume of resources (including rolling stocks) remains below the threshold values of the Doctrine: - for milk and dairy products - 84.2%, which is 5.8% below the threshold (at least 90%) (+3.4% compared to 2017).

According to the National Report, the level of profitability of milk production without subsidies in the country has decreased significantly.

For comparison, the level of profitability in the cattle industry has slightly decreased, while in pig, goat, poultry farming, there was an increase in the level of profitability in both raw materials and processing. But the production of wool without subsidies according to the National Report is at a deficit.

Milk production in farms of all categories in 2018 amounted to 30.6 million tons, which is 1.5% more than in 2017. Milk yield per 1 cow in the agricultural organizations (excluding microenterprises) increased by 223 kg compared to 2017 and amounted to 6094 kg.

By the way, in 5 regions milk production of cows remains within 3 thousand kg, in 20 regions - from 3 thousand to 5 thousand kg, in 56 regions - over 5 thousand kg and in 35 regions - over 6 thousand kg.

At the same time, milk production in the sectors of agricultural organizations, peasant farm holdings, including individual entrepreneurs, increased by more than 9% and amounted to 18.72 million tons.

The reason for the failure to meet the target according to the text of the National Report is the annual decrease in the volume of milk production for objective socio-economic reasons and the reduction of the number of cows in the households, whose share in the total milk production is about 40%.

It is also noted that in 2018 the volume of milk production increased in 52 subjects of the Russian Federation. The largest increase in milk production in the amount of 69.1 thousand tons was provided by the farms of Krasnodar region. In Voronezh region, milk production increased by 62.7 thousand tons, in Kaluga region - by 50 thousand tons, in Belgorod region - by 29.7 thousand tons, in Novosibirsk region - by 27 thousand tons.

At the same time, in 32 regions there was a decrease in milk volumes. The largest decrease in the volume of 43.7 thousand tons occurred in Stavropol region. In Orenburg region milk production decreased by 40.9 thousand tons, in Kemerovo region - Kuzbass – by 22 thousand tons, in Samara region – by 15.7 thousand tons, in Altai region – by 15.4 thousand tons.

Takin into account the date of adoption of the State program, it can be noted that compared to 2013 milk production in farms of all categories increased by 1.9% (+0.8 thousand tons), in the agricultural organizations - by 15.1% (+2.2 thousand tons), in peasant farm holdings, including individual entrepreneurs - by 38.8% (+0.7 thousand tons).

Compared to 2013, the number of cattle in farms of all categories decreased by 6.3% (-1.1 million heads), including cows by 6.4% (-492.2 thousand heads). In agricultural organizations, the decrease in the number of cattle for the period amounted to 7.7% (-660.4 thousand heads), including cows - 7.3% (-251.2 thousand heads); in small households - 12.9% (-1 million heads) and 14.2% (-519.1 thousand heads), respectively. In the peasant farm holdings, including individual entrepreneurs, the number of cattle increased by 26.7% (+565.2 thousand heads), including cows - by 26.4% (+278.1 thousand heads).

In 2018, 239 new dairy farms and complexes were built, reconstructed, modernized and put into operation. Additional milk production due to these measures amounted to 289.8 thousand tons.

It is interesting to know that more than half of the increase in milk production for the year was given by newly commissioned modernized or built farms.

At the same time, the volume of milk production due to reconstruction and modernization amounted to 22.6 thousand tons, and the total volume of milk production obtained through the commissioning of new facilities, reconstruction and modernization of facilities is 289.8 thousand tons. We will remind that in general, milk production increased by 455.2 thousand tons.

The report emphasizes that “newly built and reconstructed dairy complexes and farms are usually equipped with modern technologies for housing and feeding of highly productive animals. At the same time, in dairy cattle breeding, the share of facilities with outdated methods of production remains significant, as a result of which the biopotential of dairy cattle is not fully used in some regions".

DAIRY PRODUCTS

According to experts who prepared the National Report, the import of milk and dairy products in terms of milk amounted to 5.6 million tons in 2018. Export - 574 thousand tons. Domestic consumption - 35.8 million tons.

In 2019 the Ministry of agriculture predicts an increase in the production of raw milk in farms of all categories to 31.1 million tons due to the modernization of agricultural enterprises and the growth of peasant farm holdings.

Production of cheese and cheese products in Russia in 2018 according to the text of the National Report amounted to 666.1 thousand tons (+8.3%). Butter - 257,9 thousand tons (+1,9%)
