Milk integration: Tatarstan business will have to spend on “Mercury”

Manufacturers of dairy products will be connected to the monitoring system "mercury" since July 1, 2019. According to the expert, the state should compensate the business for the cost of installing the software.

On April 21, a press conference on the transition to the information system "Mercury" was held in the News Agency "Tatar-inform". Deputy Head of the Rosselkhoznadzor administration for the Republic of Tatarstan Yevgeny Ivanov said that the order, which will make changes to the list of controlled goods, is currently being approved. According to him, veterinary surveillance services will divide the connection to the “Mercury” system into two stages.

"Since July 1, 2019, finished dairy products and composite products of animal and non-animal origin will require registration of documents. Since November 1, 2019, it will be necessary to issue documents for fermented dairy products", said Ivanov.

The automated system "Mercury" is designed for electronic certification of goods under the supervision of the Gosvetnadzor, tracking their movement through the territory of Russia to improve biological and food safety. Tatarstan began to switch to the “Mercury” system in 2015. Obligatory electronic veterinary certification was introduced on July 1, 2018.

He noted that manufacturers now need to start integrating their system with “Mercury” and to purchase appropriate software. According to the veterinarian of the Veterinary Association of Kazan Bulat Nuriakhmetov, the cost of integration products depends on the volume of production at the enterprise and the type of accounting system used.

"The easiest option is the most common 1C system in Russia. The setup for “Mercury” is already included in the core of this software. It is only necessary to build it up, which will require a one-time investment of 20-30 thousand rubles. No subscription fees or additional costs are not observed", said Nuriakhmetov.

Large international companies that use more complex software solutions will need to spend more. "In these cases, the simplest integration will cost from 500 thousand rubles. Expenses are in the millions. But the majority of participants of the turnover will be within 30-50 thousand rubles," – said Nuriakhmetov.

According to the Chairman of the Association of farmers and peasant farm holdings Kamiyar Baytemirov, the implemented system is useful for the state and the consumer, but the costs should not fall on producers.

"This is the task of the state. It is not quite right to burden producers. We are used to shift everything to agricultural producers. I believe that costs on the integration of the system have to be compensated", – said Baytemirov.

According to him, the costs incurred by the manufacturer will affect the price of the product.

In Tatarstan, 1.8 million tons of milk was produced in 2018, which is 1% higher than the year before. Leaders in the production of dairy products are large enterprises – the holding "Agrosila" (plant in Naberezhnye Chelny), Udmurt "KOMOS" (Kazansky dairy plant), HC "Ak Bars" (Zelenodolsky dairy plant).
