Lyudmila Manitskaya: logistics and manufacturing of ingredients are not developed in the dairy industry
- According to the Ministry of agriculture of the Russian Federation, we may reach 90% of the value of the "food security doctrine" in 2027. However, this year, self-sufficiency in milk and dairy products amounted to 84.4%. This means that our production is practically not growing or is growing at a very slow pace. Nevertheless, security is almost achieved. This indicates a strong decrease of consumption, - said Lyudmila Manitskaya.
According to the Federal customs service of the Russian Federation, 5.5 million tons of milk were imported to Russia in 2019, which is 19% of domestic consumption.
The expert highlighted the main systemic problems of the dairy industry that came into the new decade. First, there is no incentive to produce high-quality milk, since today enterprises receive milk of unstable quality. Second, low productivity of cows, as well as a shortage of raw materials and a large share of production in the unorganized sector. Third, the lack of an animal identification system. According to Lyudmila Manitskaya, according to this indicator, Russia has lagged behind not only the developed and developing countries of the world, but also the post-Soviet countries. These reasons hinder the adoption of the production strategy.
The Executive Director of the Dairy Union of Russia also noted that our country has a large moral and physical deterioration of production. Only 30% of post-Soviet enterprises have been modernized. An additional problem is the low utilization of production areas, thus, in many cases it reaches 50%. In addition, the industry does not have developed storage, logistics of goods movement and production of food ingredients.
- The Ministry of agriculture of the Russian Federation also says that the number of qualified personnel has decreased significantly. In addition, the number of villages and settlements is decreasing. In this case, the agricultural sector requires structuring, increasing state support, in order to form new directions in agriculture.
