As it is stated in the explanations to the document, the changes to the law are aimed at improving the system of public administration in breeding and delineate the powers between the Ministry of agriculture and the constituent entities of the Russian Federation.
In particular, it is proposed to include the examination of breeding products and the issuance of breeding certificates to the activities of the constituent entities. In addition, the law should make it possible to remove unnecessary administrative barriers in the field of livestock breeding.

In article 12, the word “directly" before the combination “carrying out management” is deleted. Now it sounds like: Federal Executive authorities and Executive authorities of the constituent entities of the Russian Federation, carrying out control in the field of livestock breeding, form a single system of Executive authorities (state breeding service).
Article 13 has been rewritten.
In general, now the Federal Executive authorities, exercising control in the field of livestock breeding, organize the development and implementation of state programs of the Russian Federation for the development of livestock breeding and conduct the state breeding register, determine the types of organizations for livestock breeding, and the Executive authorities of the constituent entities of the Russian Federation, exercising control in the field of livestock breeding, are responsible for the state book of pedigree animals, ensure proper examination of breeding products (material) and issue breeding certificates. Also, they added a compilation of data about the evaluation and informing stakeholders about its result in order to promote the effective use of high-value pedigree animals into the activities for the regions.
Article 18 on state registration of pedigree animals was supplemented. According to the Supplement “The reason for refusal of state registration of pedigree animals and breeding herds is the failure of citizens or legal entities engaged in breeding and use of pedigree animals data specified in part three of this article". These are data on breeding and productive qualities of pedigree animals, breeding herds, as well as other data necessary for the identification of pedigree animals, breeding herds, determining their origin and economic value. These data should be accessible to interested persons.
Article 26. - the third paragraph “Evaluation of pedigree animals-producers is performed by the specialists of the state breeding service” is declared invalid.
Articles 27, 37 and 41 - these are the articles “Availability of data on evaluation", “Application for artificial insemination of farm animals", “Procedure for submitting applications and issuing permits for artificial insemination of farm animals and embryo transplantation" have been declared invalid.
In addition, it is noted that pedigree animals and breeding herds registered in the herd book and state breeding register before the present Federal law comes into force, are not subject to re-registration.

The document on the change of the Federal law "On livestock breeding" under consideration did not include 10% of the prepared expert materials.
So, for example – it is fundamentally important today to track pedigree animals and their state registration.
The paradox is that in the Russian Federation there is no Federal order (regulations) of recognition of an agricultural animal as pedigree animal, and thus - there is an operating order, regulations, the state register on breeding herds which consist of these "unaccounted" (unrecognized as pedigree animals) pedigree animals. And the rate of payment of subsidies is set per "head of a pedigree animal", which no one took into account and recognized as a pedigree animal.
About three years ago, I took part in the work of the Federal expert commissions, but all the decisions were useless, developments and proposals lay and still lie "dead weight" in the Department of livestock and breeding of the Ministry of agriculture.
In addition, the adopted document provides for the separation of powers of the state breeding service (which is not available in nature) at the Federal and regional levels. Thus, the issuance of pedigree certificates is provided for by this bill as a functional of the regions. At the same time, there is no Federal procedure for their formation and issuance.

The adoption of the law on the separation of powers between Federal and regional authorities in the field of livestock breeding will increase local opportunities. There will be no possibility to blame the Federal regulations limiting the powers of the regions.
In addition, in my opinion, the formation of the herd book should be carried out on the territory of the constituent entities, because we have a very large country. And if the region is asks for information - we will certainly provide it.

First of all, it is necessary to transfer the status of a pedigree animal to the farm and begin genomic identification of animals. On its basis we should implement a program to identify the genes of Russian bulls. And, of course, it is necessary to carry out breeding work to improve genes using foreign genetics. I don't understand the policy of banning the importation of foreign livestock. With the help of foreign genes, we will improve the genetic set of our bulls, and any restrictions are impractical. A simple example: if you bring a European tractor, the Russian tractor will not get better, but imported genes will significantly improve ours. In addition, we need to create our own national breeding index, which corresponds to the economic environment that exists in Russia.

The adoption of this law is of great importance for the organization of breeding in animal husbandry, as it provides for the separation of powers between the Federal and regional authorities in the field of livestock breeding. However, this is only a small part of the changes that need to be made in the Federal law "On livestock breeding" for the effective operation of breeding and service organizations. In addition, the transfer of some powers to regional authorities without clearly defined requirements for their implementation can lead to the fact that in different regions they will be implemented in different ways.
Therefore, the industry faces a very difficult task to develop regulatory legal acts. The Ministry of agriculture of Russia is supposed to develop or improve the existing regulations until January 1, 2021. There are more than 50. What we have to do is to solve this problem together and hope that everything will be good. NP (The noncommercial partnership) "National Union of breeding organizations” will take an active part in this work, primarily on the development of normative legal acts in the field of dairy cattle breeding.
