Trade and returns: opinions

The Federation Council Committee on economic policy recommended the House of regions to approve the relevant law previously adopted by the State Duma in the third reading. Now retailers will no longer be able to return unsold goods to suppliers. The DairyNews has learned what experts think about it.

General Director of “Globus Russia” Volker Shaar noted that building partnership relations is the right tactic of cooperation between suppliers and retailers.

– As for the issue of return, we build partnership relations with suppliers of dairy products. We decide ourselves how we want to work and intervention is not useful. In this area the laws do not help, – said Shaar.

The expert added that for the consumer, in particular, in Moscow region, quality plays an increasingly important role. Environmental friendly and biological products are becoming more popular; people are looking very carefully at the composition. The emphasis on quality, in his opinion, in Moscow region is stronger than in the regions. Volker Shaar added that “Globus” supports conscientious producers.

Stefan Duerr, President of the holding “EkoNiva” agreed with the position of Shaar, but he noticed that it is not always possible to have partner relations with every trade network.

– "Globus" works without returns. But all networks approach differently to this question: someone considers returns to be the correct scheme, someone builds work differently. In general, it is good that this issue is being discussed now – trade networks that make orders without thorough calculations of the quantity begin to think a little. Volker Shaar speaks about partnership relations, but we do not feel partners with all networks, – told Durr.

The situation was commented by the Chairman of the Board of Soyuzmoloko Andrey Danilenko.

- If we analyze the law on trade and amendments to it, we can see the following. When the law was about the adjustment of a grace period, it was positive in the sense that there was a situation where the validity of the product was 10 days, and it was paid for within 90 days. There were a number of other right decisions. But experience shows that when the state initiates such ideas, it is better to get trade and producers together and ask what the best solution is. Recent amendments to the law have led to the fact that all networks have changed their contracts; this is a huge job that leads to high costs and does not always end positively for manufacturers. In a good way there should be a partnership between the state, trade and the producer, - summarized Danilenko.
