The Ministry of agriculture has selected 114 investment projects for subsidizing capital costs

The Commission of the Ministry of agriculture under the chairmanship of Deputy Minister of agriculture Igor Kuzin has selected 114 investment projects on construction and modernization of agro-industrial facilities, the cost of which will be subsidized.
According to the Ministry of agriculture, the total value of projects amounts to 53.3 billion rubles. Most of them are in the dairy sector - 55, including 23 in Tatarstan. In addition, 18 projects are selected for creation of greenhouse complexes, 2 - wholesale distribution complexes, 8 – fruit storages, 23 – potato and vegetable storages, 2 - breeding and genetic centers, 6 - selection and seed production centers.

This year the selection was based on the new rules: subsidies are provided only for objects, put into operation and to objects, the construction or modernization of which began not more than three years preceding the year of grant.

In addition, the percentage of recovery of direct costs incurred for the construction and modernization of dairy farms has increased up to 30% (for the regions of the Far East - up to 35%) this year.

To subsidize this area 11.5 billion rubles is proposed in the Federal budget for 2017.

According to the final documents, among the projects in the dairy sector is the largest infrastructure project of the holding "Miratorg" in the field of dairy cattle breeding. It is being implemented in Agrofirm "Blagodatenskaya" in Kursk region. Its value exceeds 2 billion rubles; the project is designed for 30 thousand heads of young cattle of dairy breeds. The amount of subsidies will amount to 708 million rubles.

As it was explained in "Miratorg", engaged in beef cattle breeding, it is about creating an integrated production cluster, uniting producers of milk and beef in the Central Federal district.

"For milk producers the "tail" of dairy herd – bull calves have always been a particular problem, said in the company. - First, the bull consumes commodity milk, and secondly, it is not so effective to fatten them compared to beef breeds: one needs special technologies of fattening and a certain scale of production. Thirdly, we need processing and marketing, otherwise we do not get the desired profitability and a product of good quality".

According to a company representative, the project "Miratorg" solves these problems. "We will buy weekly and fortnightly dairy bull calves and heifers from farmers for breeding and fattening, - he explained. - Thanks to vertical integration, we will be able to make the project profitable, and manufacturers, in turn, will not only get "real" money, but also will be able to increase production of milk, increase the milking herd".

One of the leading milk producers in Russia - company "Damate" will receive 289.7 million rubles of subsidies for the project in Tyumen region. As it was explained in the company the first stage of the project for 4.6 thousand heads of cattle will be subsidized.

Among the largest recipients of subsidies is the company "Eco-Niva". Her two "daughters" - EkoNivaAgro and "Kaluzhskaya Niva" are implementing projects worth more than 1 billion rubles each in Voronezh and Kaluga regions respectively. There will be kept 2.8 thousand heads of cattle. The project in the Voronezh region will be subsidized on 366 million rubles, in Kaluga region - on 366 million rubles.

Total amount of subsidies for dairy projects will be more than 3.5 billion rubles.

Subsidies for second major package of projects on construction and modernization of potato and vegetable storage - will amount to 341,7 million rubles. The most expensive of them - 242 million rubles - is the complex for the storage and preparation of potatoes and vegetables, which implements LLC "AgroSoyuz Spassk" in Ryazan region

Subsidies for fruit storage will amount to 224,1 million rubles, for greenhouse complexes - 5.2 billion rubles, selection-genetic centers - 381 million rubles, selection and seed - 143.4 million rubles, wholesale distribution centers - 661 million rubles.

So, subsidies will be received by two projects for wholesale distribution centers - Radumlya (under the management of the PSN Group) and the object of ZAO "Slavtrans-Service". Both centers are located in Moscow region; the capacity of each exceeds 30 thousand tons of storage.

The estimated value of the wholesale distribution center "Radumlya" is 2.8 billion rubles, of the wholesale distribution center "Slavtrans-Service" - 0,6 billion roubles. The estimated amount of subsidies, which "Radumlya" will get is about 550 million rubles, "Slavtrans Service" - 110 million rubles, says the document.

A source in one of the companies, whose project passed the selection, said that due to changes in the criteria of selection of projects the possibility of their phased implementation disappeared. Initially, many projects were designed to be put into operation in several stages, now companies are able to receive subsidies only on the already put into operation facilities, he said.

"We evaluate the results of the contest positively, for us as investors it is an additional confirmation of execution by the Ministry of agriculture its obligations to compensate capital expenditures, including the ones regarding wholesale distribution centers, - said the General Director of holding "RosAgroMarket" Bogdan Grigorjev. – We understand that under the conditions of limited budget resources, the Ministry of agriculture and the government have adopted a kind of Solomonic decision to subsidize only put into operation facilities, and that's reasonable."

"Now the priority for us is to get subsidies on interest rate under the new rules. To subsidize the capex we will submit an application in due course after putting of the Novosibirsk wholesale distribution center in operation," he said.

"RosAgroMarket" submitted the project of the wholesale distribution center in Novosibirsk to the contest, but it didn’t pass the selection, the documents show.

In accordance with the terms the competition Commission selected already put into operation facilities to subsidize the capital costs. "RosAgroMarket" plans to begin construction of the wholesale distribution center in Novosibirsk in the spring this year.
