The Ministry of agriculture of Russia believes that most regions are ready for the introduction of obligatory electronic veterinary certification since July 1, 2018. This was stated in the Department to "Interfax" following the video conference, at which there was discussed the readiness of the regions to EVC.

In the Department they do not mean to postpone EVC, which was previously to be introduced since 1 January this year.

The Ministry of agriculture is sure that EVC will allow to introduce traceability of products, to protect consumers from poor quality and potentially dangerous products, to clear the market from falsified products, closing access to it to dishonest manufacturers.

- At the All-Russian forum of agricultural producers in Krasnodar President Vladimir Putin warned that the inefficiency of the existing veterinary system could be an obstacle to the process of increasing exports. We are on the threshold of creating a unified veterinary service and expanding the Rosselkhoznadzor's power. Restoring order in the dairy market and the introduction of an obligatory system of electronic veterinary certification is inevitable. It is unacceptable in this respect to take a wait-and - see attitude, - said earlier the first Deputy Minister of agriculture of the Russian Federation Dzhambulat Khatuov.

Electronic veterinary certification of animal products was introduced with amendments to the law "On veterinary", which was signed by the President of the Russian Federation on July 14, 2015. A transition period was provided until January 1, 2018, during which it was possible to certify products both on paper and in electronic form. At the end of 2017 it was decided to postpone this period to July 1, 2018.

Earlier it was reported that the Ministry of agriculture prepared draft orders, which envisage the exclusion of some types of composite products from the list of controlled goods to be accompanied by electronic veterinary accompanying documents. These are products containing less than 50% (by weight) of animal products, subjected (during the manufacturing or at the stage of production of raw materials for it) to warming up in a wet state at a temperature of more than 78 degrees for at least 30 minutes in the thickness of the product.

In addition, it is proposed to exclude from the list products containing less than 50% (by weight) of pasteurized whole milk, skimmed milk and other dairy raw materials and not containing other animal products.
