Breed associations and separate farms can’t get a status of a breeding enterprise due to formal cause. At the same time a National Breeding Union is created which unites some breeding enterprises; regulations are worked out without agricultural producers participation, but these regulations are aimed to influence the whole market.

Right now market monopolization is observed; it limits milk producers’ choice and eventually interferes with effective production and import substitution.

This year the Holstein Breed Cattle Producers’ Association was denied to get a status of … due to small number of members. The fact of existing in Russia of breeding farms is questionable, whereas a breeding status in the rest of the world is possessed only by animals.

The system of differentiation of breeding resources into breeding farms and multiplication farms does not forward free movement of breeding material – in the country and on the international markets. The system of multiplication farms does not work at all in dairy farming. There are no multiplication farms anywhere else except Russia. This was said by Mikhail Shcheglov, Senior Research Worker at All-Russia Scientific Research Institute of Breeding.

Russia has two ways: either it accepts international practices of breeding stock identification and certification, or continues to reinvent the wheel, said Maria Petuhova from Holstein Breed Cattle Producers’ Association.

According to Yuri Ivanov, Russian Academy of Sciences Associate Member, Professor, World Wide Sires Russia representative, today 19 mln dozens of semen is got from 156 bulls abroad, in Russia – 8 mln dozens from 1.5-1.6 thousand bulls.

Application of best international practices in breeding livestock farming development and participation in international organizations raise doubts among authorities and heads of industry organizations. But according to Nikolay Savenko, National Breeding Union President, Russia should better focus on its own past experience than international practice.

Market participants are not satisfied with Russian Ministry of Agriculture policy in regard of breeding livestock farming support, as well as current structure and aims of National Breeding Union.
