Onishchenko will head a working group on agricultural sector support
Following the results of the audit, implemented by Accounts Chamber specialists, a disappointing conclusion was made: 100 bln rubles more than it was planned was allocated by the government to the agricultural sector within 10 years, but only 60% of the planned indexes were executed. The Ministry blames weather and low levels of business yield. Negative effect had crisis of 2008 and draughts of 2009 and 2010.
To support the State Program of Agricultural Development the government allocated 653 bln rubles instead of 551.3 bln. Though the majority of indexes, which characterize sector’s pace of development, were not reached.
The Accounts Chamber is criticizing program implementation since 2008. Its main period fell on Yelena Skrynnik, who headed the Ministry of Agriculture since March 2009 to May 2012. The current minister Nikolay Fyodorov entered the office six months before the program period is finished.
