At the same time, as Golikova noted, to use the reserve money to finance the budget expenditure will also be less: in 2019 it will make 140 billion rubles (in 2017 — 1.8 trillion rubles). "But there is some issue of concern - the growth of domestic borrowing: up to 1.9 trillion rubles a year, or 680 billion more than in 2016. The more debt is, the more you will have to pay back by the interest rate", - said the head of the accounts chamber.
Golikova described the situation in the economy of the country as a "full adaptation" to the prevailing conditions. "If we talk about growth or further decline, then the trend is not determined yet: from the point of view of indicators such as output growth, gross domestic product, the economy demonstrates the fluctuating dynamics - for one month we fix the fall, for the next one there is a rise, then a fall again and a rise again", - said the head of the accounts chamber.
Earlier, Minister of finance Anton Siluanov said that over the last two years Russia has used 4.7 trillion rubles from the Reserve Fund, and as at the end of 2016, the Fund will amount to 1.1 trillion rubles, which will be spent to finance the budget deficit.
