Farmers will have to compete for support in the framework of a "Uniform subsidy"

In the summer of 2016 Alexander Tkachev said that the new approach to subsidies "will expand the powers of the regions in determining priorities in agricultural policy, will increase the efficiency and timeliness of funding".

According to representatives of the Ministry of agriculture, "uniform subsidy" will expand not only the powers but also the responsibility of the regions.

It is expected that in 2016 on the development of agro-industrial complex of Russia will be allocated 224 billion rubles. According to "Kommersant" in 2017, the financing of agriculture could be about 214 billion rubles.

Under the new scheme, in which "54 subsidies will be reduced to 7", it is assumed that 189,9 billion rubles will be divided into seven major subprograms. Other 25.2 billion rubles from the budget will be spent on management of implementation of the state program, including staff of the Ministry of agriculture and its subordinate institutions.

The largest allocation of federal funds will be given to the sub-program "Development of agriculture" (69,7 billion rubles) and "Stimulation of investment activity in agriculture" (78.6 billion rubles). In the framework of "Development of agriculture" 12 billion rubles will be spent to support dairy cattle farming.

It is planned to allocate 11.3 billion rubles for the development of financial and credit system of agro-industrial complex (additional capitalization of Rosselkhozbank) - 5 billion rubles.

Due to a new subprogram about stimulation of investment activity it is planned to put 58.8 billion rubles on the support of investment lending to farmers, 8.2 billion rubles on preferential loans, and 11.5 billion rubles on the compensation of direct costs for the construction and modernization of agriculture objects. The principle of allocating funds is not known yet.

Note that according to "Vedomosti", the draft of the Ministry of agriculture "uniform subsidy" there is no production of pork and poultry in the list of priority areas to support.

As previously reported, in the case of adoption of a "uniform subsidy", four basic subsidies will operate: support per hectare, the support per kilogram of raw milk, subsidizing interest rates of loans for investment projects, the partial return of capital costs, reports The DairyNews.
