Bryansk region: Help yourself!

The volume of milk processing in Bryansk region in 2016 increased by 48.4% to 448 thousand tons of milk compared to 2013; the production of dairy products increased by 64.5% and reached 670 thousand tons last year. Bryansk enterprises are actively participating in the program of import substitution and making plans for further expansion of the range of products. However, this region, famous for its cheese factories, is experiencing a serious shortage of raw milk, that amounted to 224, 4 thousand tons in 2016.
On 29 August 2017 in Sevsk (Bryansk region) at the plant of the company Umalat, the opening of new high-tech sewage treatment facilities took place. New equipment with processing capacity of 700 cubic meters of wastewater per day will allow increasing the production volume in the future.
The company Umalat produces fresh cheeses, the volume of milk processing at the plant is about 100 tons per day. According to the Russian Dairy Research Center, the company is among the three largest milk processors in Bryansk region, following the limited partnership “Syr Starodubskiy” and JSC Bryanskiy dairy plant.

According to the data of the company, in 2016 the plant Umalat produced more than 4,700 tons of products; in 2017 it is planned to produce about 5,200 tons.

By 2020 the company plans to reach the volume of processing up to 250 tons per day and thus increase the output of finished products.
At the same time, it should be noted that Umalat does not buy raw milk in Bryansk region, but imports it from Belgorod, Kursk, Smolensk and Yaroslavl regions.

According to Governor of Bryansk region Alexander Bogomaz, who was present at the opening ceremony of the sewage treatment facilities at the plant Umalat, the company has very high requirements to the quality of milk and due to the fact that Bryansk manufacturers are unable to provide sufficient milk supply of appropriate quality the company has to purchase raw milk in other regions.

According to estimates of the Russian Dairy Research Center in Bryansk region there is not only a lack of raw milk of high quality, but the deficit of raw milk as such. Bryansk region by the results of 2016 takes the third place among Russian regions experiencing a shortage of milk for processing and importing raw milk from other regions. The region is one of four key "regions-importers" of milk, along with Moscow region, Altai and Krasnodar regions that affect the procurement price of milk on the Russian market when calculating Dairy Index RDRC.

The shortage of milk for processing in Bryansk region amounted to 224400 tons in 2016.



The volume of milk processing in the region is growing from year to year. In 2016 Bryansk enterprises processed 448 thousand tons of milk, which is 2.7% more than in 2015 and 48.4% more than in 2013.

The largest processor of the region, the limited partnership “Syr Starodubskiy”, in 2016 slightly reduced the volume of milk processing, by 7.7% to 177.8 thousand tons.

At the same time, the second major enterprise of the region, JSC Bryanskiy dairy plant in 2016 increased the volume of milk processing by 8% to 75.5 thousand tons. It should be noted that Bryanskiy dairy plant develops its own resource base. Daily about 25 tons of milk is delivered for processing from farms of the enterprise, at present the self-sufficiency of the enterprise with milk is about 12%.

The volume of milk production in the region does not show a very stable growth. In 2016, there was produced 223,6 thousand tons of milk in Bryansk region, 5.6% more than in 2015, but only 4.9% more than in 2013.

Cheese production in Bryansk region in comparison with 2013 has doubled to 35.8 thousand tons in 2016. The production of cheese products in 2016 amounted to 4812 tons, almost 2.3 times more than in 2013.



As we can see, Bryansk region is rather actively involved in the import substitution of dairy products in the country, however, it remains dependent on the supply of raw milk from other regions. Border location of the region and the neighborhood with the Republic of Belarus theoretically create an additional channel for raw milk to the region.

The number of cattle and cows in Bryansk region has shown signs of growth, the number of cattle in 2016 reached 433,4 thousand heads (+42.6% to 2013) and the number of cows (+57.3%).


 
However, it is worth considering that Bryansk region is more known as a region of beef cattle, including breeding meat breeds of cattle, which occupy a considerable share in the total population of the region. The largest player on this market is the company Miratorg.

Dairy farming in the region is developing, though it is not keeping up with the processing. In 2015 the agricultural holding "OKHOTNO" opened a modern dairy farm for 1,800 heads of dairy cattle with young stock in Bryansk district. According to regional authorities the works on construction and reconstruction of dairy farms are being implemented in the region; in 2016 the work was carried out on 26 dairy farms in 14 districts of the region. In 2017 it was planned to reconstruct and upgrade the 19 dairy farms in 16 districts of the region.

A lot of Russian regions face the problem of shortage of raw milk for processing or vice versa the shortage of processing capacity. It could be possible to smooth the imbalance of supply and demand through the establishment of dairy cooperatives that operate in Europe and other regions of the world, but in Russia, such an option is not seriously considered by the market players. In Russia, the processors and milk producers often try to reach a compromise in the framework of the long-term cooperation; however, the key player in this case is the processor.

In recent years, an important trend on Russian dairy market is the integration of milk production and processing at one enterprise. Many market players find it quite logical to act following the principle "Help yourself!", when it comes to finding quality raw materials or ways to sell products. This approach is typical both for small organizations, farm holdings, developing the production and own processing of milk, and for quite big players. The example can be shown by enterprises of Novosibirsk region, which this year hosted the VI Motor Rally "Way to milk!". Novosibirsk region is a surplus region in terms of availability of raw milk for processing and an exporter of milk to neighboring regions, especially to Altai Krai. However the largest milk producer of the region, LLC Sibirskaya Niva (part of LLC "EkoNiva - APK holding" ), plans to build a cheese factory in Maslyanino district of Novosibirsk region with capacity of 600 tons of milk per day.

Another example is the second largest producer of milk in the region, CJSC Breeding factory Irmen, which produces more than 32 thousand tons of milk per year and processes the entire volume in its own facilities.

An example of the processor, successfully investing in the development of raw material base, is LLC Piskarevskiy dairy plant, which produced more than 100 thousand tons of milk on their own farms in 2016, covering about 70% of requirements in raw milk.
